THE DIFFERENCE BETWEEN PORTABLE AND FULL INSTALL
A portable program largely has to do where the data is saved for that program. Usually user data is saved in the username\AppData\ folder as per Windows policy. However, it doesn't make it very portable as you would lose all of your settings/user data associated with that program if you were to blindly just copy the program files from their folder in program files.
So if you only use it on one computer, then you are basically using the same program on either one. The portable is not from Adobe, but it functions the exact same. If you took the portable to another computer, you would not have any of your settings saved, it would be like a new version of PS.

Important Note :
- If you get an error saying "Cannot Write To Registry", Simply Right-Click and choose "Run As Administrator"
- JDownloader is known to crash PS CS4/CS5. Do not run both programs at the same time. If you do, save your work in PS as often as possible. There is also an autosave option. Every 5 minutes should be fine.
